Independent Review of the Health Care Act 2008

During the second half of 2021, Ms Fran Thorn undertook an independent Review of the Health Care Act 2008 (PDF 3MB) as required under section 102 of the HCA.

The Review focussed on the amendments to the Health Care Act 2008 passed by the Parliament in 2019 and 2021 to decentralise decision making in the South Australian public health system, through the establishment of Local Health Network governing boards and a revised role for the Department for Health and Wellbeing as System Leader of the public health system.

Ms Thorn delivered a review report to the previous Minister for Health and Wellbeing on 28 December 2021.

The report makes seven recommendations, including the need for a process to determine the desired, long-term end-state design of the devolved governance model and the conditions precedent to achieving it, as well as the development of a roadmap towards the agreed end-state.

The State Government has accepted all seven of the report’s recommendations.
