Yorke and Northern Local Health Network Board

The Yorke and Northern Local Health Network covers the areas including Yorke Peninsula, Clare Valley, Lower North and Mid North areas of South Australia. This area includes 16 health services at:

The governing board is responsible and accountable to the Minister for Health and Wellbeing for local decision making.

The role of the Yorke and Northern Local Health Network governing board includes setting strategies and priorities for health services in the region, as well as ensuring the LHN achieves the performance indicators in its Service Agreement.

The Chair

John VoumardJohn Voumard, Yorke and Northern LHN Governing Board Chairman

John Voumard is the Principal of Voumard Lawyers with offices in Jamestown, Port Pirie, Clare and Adelaide. He has been practicing law in the regional area for 33 years amassing a deep understanding of the community and the region. He has held a longstanding interest in the provision of health services in the region and has previously participated as a Member of the Mid-North Regional Health Board.

John is currently the Chair of the Jamestown Development Association and Chair of the Belalie Arts Society Inc., Jamestown.

Board Members

Dr David Banham

David Banham is a health systems researcher now living in the Clare Valley. David’s research focuses on understanding and improving the links between service activity and equitable health outcomes for people and their communities.

David’s work has developed over the past 25 years in research roles with SA Health, SAHMRI, the University of South Australia, University of Adelaide and the Cancer Institute of NSW. With degrees in psychology and public health, David's doctoral studies focussed on person-centred performance measures in the health system.

Glenise Coulthard AM

Glenise is an Adnyamathanha woman from the Northern Flinders Ranges, who has worked in Aboriginal Health service provision in the Flinders and Upper North region in excess of 23 years.  She is the Director, Aboriginal Health for the Flinders and Upper North Local Health Network, covering the Roxby, Woomera, Leigh Creek, Hawker and Quorn areas.

Professor Gregory Crawford AM

Greg Crawford is a palliative medicine physician working with Northern Adelaide Local Health Network. He is Professor of Palliative Medicine at the University of Adelaide. He is actively involved in undergraduate and postgraduate education and research. He leads a wide range of research projects with qualitative, quantitative, and clinical trial methodologies. He has skills in community engagement and has been recognised by University of Adelaide Executive Dean’s medal, Vice Chancellors award, the John Sands medal from RACP and was appointed as a Member in the Order of Australia in 2022 for his contribution to palliative medicine and tertiary education. He is Chair of the Grants Committee and a Board member of Northern Community Health & Research Foundation and a member of the Resthaven Clinical Governance and Quality Board Committee. He is immediate past Chair of Palliative Care SA and President of the Chapter of Palliative Medicine, Royal Australasian College of Physicians.

John O’Connor

John O’Connor was appointed to the Yorke and Northern Local Health Network Governing Board in October 2020. John holds a Bachelor of Commerce (major in Accounting) and brings a wealth of knowledge and experience, particularly in financial analysis and management gained through previous employment as the Executive Director Finance and Administration SA Health and as the Director in the Health Advisory Service KPMG.

John currently operates Business Health Consulting Services, specialising in organisational reform; system implementation; cost reduction and financial improvement; development of management reporting systems and business development. John is Chair of the Yorke and Northern Local Health Network Finance and Performance Board Committee.

Julianne Badenoch

Julianne Badenoch is a Registered Nurse and Registered Midwife with over 40 years of experience working in rural health, including 20 years of national health governance experience. Julianne is a graduate of the Australian Institute of Company Directors and the Australian Institute of Clinical governance.

Julianne works clinically in general practice on the Yorke Peninsula with a strong interest in Chronic Disease, Healthy families, Healthy Aging, Public Health and Digital Health. Julianne is a past Chair of the Coalition of National Nursing & Midwifery Organisations and previously worked as a Clinical Reference Lead for the Australian Digital Health Agency. Julianne is the Chair of the Yorke and Northern Local Health Network Clinical Governance Standing Committee.

Kym Thomas

Kym Thomas is a Nukunu Aboriginal person committed to the holistic development of both individuals and Aboriginal and Torres Strait Islander communities, with a particular interest in personal development, health, employment, and education.

He has held a longstanding interest in the provision of health services and is currently a Member of the South Australian Health Medical Research Institute Aboriginal community reference group. Kym is a funded researcher with Adelaide Rural Clinical School, The University of Adelaide.

Liz Malcolm

Liz Malcolm has significant experience in senior management positions across SA. Liz has had a long executive career with Uniting Country SA and Housing SA, including General Manager Operations and Regional Manager across Yorke and Mid North, Far North and Gawler/Barossa.

Liz has also been responsible for various projects, including overseeing the $27m disability portion of the Federal Government’s Nation Building Economic Stimulus Package and establishing a disability-specific community housing organisation.

Liz has qualifications as a Registered Nurse, Registered Midwife, Nurse Practitioner and an Advanced Diploma of Management. Liz is a graduate of the Australian Institute of Company Directors and has been a Director on several Boards, including many years as Chair of Uniting Care Wesley Country SA. Liz brings significant experience in health and human services management and a passion for the provision of service excellence to the community. Liz is also Chair of the Yorke and Northern Local Health Network Aged Care and Disability Services Committee.
