About the conference

In March 2017, the Government of South Australia, with co-sponsorship from the World Health Organization (WHO), held an international conference marking the ten-year commitment to implementing Health in All Policies (HiAP) in South Australia. The conference celebrated the significant progress in implementing HiAP approaches in different regions and countries.

The conference provided the opportunity for participants to share experiences in implementing HiAP and intersectoral action for health to improve population health and wellbeing.

Health in All Policies in South Australia has successfully evolved to remain relevant in a changing context. The Conference showcased how South Australia’s and other national and international Health in All Policies approaches have been applied in a range of settings.

The conference built on the outcomes of the 9th Global Conference on Health Promotion held in Shanghai in November 2016 by exploring the role of Health in All Policies in advancing the 2030 Agenda for Sustainable Development.

Conference objectives

The Conference achieved its aims of:

  • Reflecting upon the South Australian experience of HiAP and factors critical to its success
  • Exploring how different regions and countries with varying governance settings are sustaining HiAP, and how these approaches can be adapted or strengthened to support action on the social determinants of health
  • Examining the role of HiAP as a strategy in the implementation of the United Nations 2030 Agenda for Sustainable Development and its Sustainable Development Goals
  • Supporting and promoting action for a strengthened health and environment agenda.

Adelaide Statement on Health in All Policies 2010

South Australia has a long history of action on the social determinants of health and healthy public policy. In 1988, Adelaide hosted the 2nd International Conference on Health Promotion. In 2010, Adelaide co-hosted an International Conference on Health in All Policies with the WHO which resulted in the development of the Adelaide Statement on Health in All Policies (PDF 542KB).

Second Adelaide Statement on Health in All Policies 2017

At the 2017 Health in All Policies International Conference, the Second Adelaide Statement: Implementing the Sustainable Development Agenda through good governance for health and wellbeing: building on the experience of Health in All Policies (PDF 176KB) was developed and endorsed by the 150 conference participants attending from 21 countries.

The Second Adelaide Statement builds on the 2010 Adelaide Statement on Health in All Policies and other strategic global policy documents, including the Shanghai Declaration. It positions HiAP in the context of the Sustainable Development Agenda, taking an implementation focus with governance and partnerships for HiAP, and the role of HiAP in the Sustainable Development Agenda underpinning the vision for the document. The Statement acknowledges the need for strengthened approaches for working across sectors to improve governance for health; partnerships to better address the determinants of health; and support for collaborative action on the Sustainable Development Goals.

Health in All Policies Master Class

Prior to the international conference, a two–day Master Class on Health in All Policies, proudly sponsored by the South Australian Government and the WHO was led by Professor Ilona Kickbusch.

The Master Class, targeted mid-career and emerging leaders working in the field of public policy and/or prevention in Australia and overseas.

Topics covered included the following:

  • Governance for health: foundations and concepts of Health in All Policies
  • Environment and health: how to be strategic about co-benefits
  • Negotiating for health
  • HiAP in practice: lessons from the South Australian experience
  • Stakeholder analysis: the role of stakeholders in whole of society approaches
  • HiAP implementation: tools for practice and the equity lens
  • Leadership in HiAP
